Luis has been with the DECC EHS Program for six years.  He is a Family Service Worker with the First Start Delaware: Early Head Start Partnership, bringing over a decade of experience in the EHS field. He draws from his professional, educational, and lived experience to support and empower families. As a bilingual advocate, Luis is especially passionate about engaging male figures in early childhood development and making a lasting, positive impact. His work is driven by a deep sense of purpose and a desire to uplift future generations while honoring his own family’s values.
