Celebrating Milestones and New Leaders in New Castle County

Parents as Teachers (PAT) in New Castle County is transitioning and thriving, and we’re excited to welcome Andrea Collins White, principal of Stubbs EEC and a former NCC parent educator. Andrea’s deep connection to PAT and her experience make her a perfect fit to guide and support our program into the future.
Quita Blackstock, our longtime office support, has also retired, leaving a legacy of unwavering dedication. Barbara Berganzo-Pabon has seamlessly stepped into the role, balancing office duties and a small caseload, as well as leading a weekly playgroup at Stubbs EEC.
Lisa Alexandre continues to empower young parents through weekly Teen Parent Groups at Sarah Pyle Academy, McKean High School, Newark High School, and DAPI. She supports parents as they embrace their roles as their child’s first teacher while encouraging them to earn their high school diplomas.
Our two playgroups are bustling with activity this year! One meets Thursday mornings at Stubbs EEC in Wilmington, and another at Reach Church in Bear. Families enjoy seasonal crafts, songs, and socialization, with referrals from early-intervention therapists expanding participation.
Kimberly Cowsette celebrates her families’ successes: Two moms are completing phlebotomy programs, several families have secured housing through Stand by Me and the Dual Generation Center, and many parents have gained employment through local job fairs.
We’re excited to welcome three new educators soon, expanding our ability to serve families across New Castle County.
