Healthy Women, Healthy Babies is about total care before, during, and after pregnancy. From well-woman visits to community programs, the services provids care for the whole woman.

What Is Healthy Women, Healthy Babies?

Healthy Women, Healthy Babies (HWHB) is a program for women who are Delaware residents. It offers extra services to women who are pregnant or planning a pregnancy, or who just want to live a healthier life. These include personal health and wellness, nutrition, family planning, mental health, and prenatal care.

Who Is Eligible?

Women who are Delaware residents qualify if they:

  • Are African American, or
  • Had a pregnancy that resulted in serious problems, such as a miscarriage, a baby born too soon, a baby born with health problems or low birth weight, a stillbirth, or an infant death, or
  • Have at least two of the following risk factors:

    • Chronic disease (like diabetes or high blood pressure)
    • Overweight (BMI of 30 or above)
    • Stress, depression, mental health issues
    • Pregnant and younger than age 18 or 35 and older
    • Pregnant for three or more months without prenatal care
    • At risk for disabilities due to family history or exposure to toxic material
    • Live in a high-risk zone for below-average birth outcomes

The Healthy Women, Healthy Babies (HWHB) Program services are facilitated through health care organizations and clinic sites that contract with the Division of Public Health (DPH) to conduct program outreach, enrollment, and deliver service bundles.

Title X Service Site

Title X family planning services include a broad range of medically approved services, which includes Food and Drug Administration (FDA)-approved contraceptive products and natural family planning methods for clients who want to prevent pregnancy and space births, pregnancy testing and counseling, assistance to achieve pregnancy, basic infertility services, sexually transmitted infection (STI) services (such as HIV prevention education, counseling, testing, and referral), and other preconception health services. Title X clinics provide these services to clients of all identities and ages, including adolescent clients, with priority given to persons from low-income families. Title X services are voluntary, confidential, and provided regardless of one’s ability to pay or a client’s religion, race, color, national origin, disability, age, sex, sexual orientation, gender identity, sex characteristics, number of pregnancies, or marital status.

HWHB Service Site

Healthy Women, Healthy Babies (HWHB) zones is a free program for Delaware women at risk for poor birth outcomes including an infant death, a stillbirth, a low-birth-weight newborn, or a premature birth. Women are also eligible for the program if presenting with two of the following risk factors: 1) history of chronic disease (e.g., asthma, cancer, chronic obstructive pulmonary disease, diabetes and/or hypertension), 2) high stress (based on a self-reported Perceived Stress Scale), 3) maternal age under 18 or over 35, or 4) mental illness (based on clinical diagnosis and/or self-reported Patient Health Questionnaire)

Birth Spacing: 18 Months is Key

Birth Spacing is when a woman gives her body enough time to recover between pregnancies. Doctors recommend women wait at least 18 months between giving birth and getting pregnant again.
